BUENOS AIRES – The City Risk-70 (CR-70) program has officially announced an international call for applications to establish three strategic focal points within the European Union. This initiative aims to bridge the gap between European financial resources and local development needs across the Mercosur region.

As global climate and economic challenges intensify, CR-70 is seeking high-level consultants, universities, and specialized firms based in the EU to spearhead international cooperation and financing. The mission is clear: to unlock sustainable growth for local governments, private enterprises, and NGOs within the Mercosur bloc.

A Bridge Across the Atlantic

The program is structured around three key pillars, each designed to address specific systemic gaps in regional development:

Sustainable Finance: Identifying and securing EU-backed grants, green funds, and credit lines for sub-national infrastructure.

Innovation & Technology: Facilitating the transfer of European expertise in risk management and "Smart City" solutions.

Institutional Strengthening: Building direct pipelines between European decentralized cooperation agencies and South American civil society.

EU-Regulated Consultancy Model

In a move to ensure high professional standards and legal clarity, the selected focal points will operate under a consultancy framework governed by European Union labor and commercial laws. This structure is intended to provide a familiar and stable environment for European entities to deploy their expertise effectively.

"The goal is not just to seek funding, but to build a permanent technical and financial corridor," says the program’s leadership. "We are looking for partners who can present a clear, concise roadmap of how they will translate European opportunities into tangible projects on the ground in South America."

Application Guidelines

Interested parties must submit a comprehensive work plan detailing their methodology for identifying funding sources and their strategy for stakeholder engagement. CR-70 has emphasized that the selection process will prioritize applicants with established networks within multilateral organizations and development agencies in Europe.

The deadline for submitting proposals is June 4, 2026.

This initiative represents a significant step forward in the use of Public-Private Partnership models and international technical assistance to address critical infrastructure and social risks in the region.
